Kulea Hive is led by Sierra Leoneans who grew up with these challenges and have worked inside the systems meant to solve them. That changes what a partnership can achieve.

The questions partners ask first
A few things worth knowing before we talk.
It varies by area, from funding a pilot, to co-designing an evaluation, to aligning municipal delivery with national policy. Every partnership shares the same principles: co-creation, government ownership, and evidence before scale.
In our governance programmes, government is the data controller and owns the decisions. Kulea Hive builds and safeguards the platform as custodian, without owning the data it holds. The two roles are kept deliberately separate.
Safeguarding is a precondition of our work. It runs through recruitment, training and delivery, with clear child-protection protocols, data minimisation, and school-level data isolation where platforms are involved.
ConnectEd is preparing its first pilot cycle in Freetown. LEAP has built and operated a Phase 0 soft pilot and is moving toward an evaluated Phase 1. We are candid about what is proven and what is still to come.
